Environmental Initiatives launched by Altai State University

Sustainable water management

Сanteens' sewer systems are equipped with local treatment facilities for waste fats according to the "Rules of cold water supply and drainage", approved by the Decree of Russian Government of 29.07.2013 №664.

Disposal of waste is carried out on a contractual basis by a specialized organization with a license for the collection, transportation, processing, recycling and disposal of waste of I–IV classes of danger in accordance with the Federal Law of May 4, 2011 № 99-FZ "On licensing of certain types of activities".

At all inlets of the water supply to the buildings, filters for mechanical water treatment are installed. In the event of an accident or incident on water supply systems, the emergency site is quickly isolated from the general water supply system. After eliminating the accident, the repaired area is thoroughly flushed and only after that it is included in the general water supply system. The University is constantly working to modernize the water supply system (replacing pipelines, valves, etc.) using modern chemically neutral, corrosion-resistant materials.

During the construction, repair works or reconstruction of the University’s facilities, water-saving methods of work are applied, energy-efficient sanitary equipment and fittings are installed: toilets with economical drainage of water, mixers with aerators, touch drain valves, etc. (about 25% of sanitary appliances have already been replaced), according to the Federal Law of 23.11.2009 № 261-FZ "On energy saving and energy efficiency improvements and amendments to certain legislative acts of the Russian Federation".

Water reuse at the University is carried out in the hydroponic plant growing installations at biological laboratories.

Total water volume*: 84.75 thousand m3/year.
The volume of water reused*: 1.1 thousand m3/year.

*data for 2018

The University organized a centralized supply of drinking water under an agreement with a water supply organization. The quality of water corresponds to the requirements established by the Government of the Russian Federation in the field of sanitary and epidemiological welfare of the population.

Wastewater is discharged into a centralized fecal sewage system with subsequent treatment in urban wastewater treatment plants.

Sustainable energy management

Altai State University commissioned the UniverCity Facility (Student Dormitory Complex) in 2018.

When designing and building, the applicable building standards for energy efficiency and energy saving were applied in accordance with the legislation: Clause 27.1 of the "Regulation ..." approved by Decree of the Government of the Russian Federation of 16.02.2008 No. 87. Federal Law of December 30, 2009 No. 384-FZ; normative and technical documents included in No. 384–FZ dated December 30, 2009 specified in parts 1 and 7 of Article 6 of the Federal Law.

According to the results of inspections and laboratories, the facility corresponds to high energy efficiency class.

Altai State University has formed a plan for capital repairs at the expense of the federal budget.

  1. A project has been developed for the installation of a ventilated facade with wall insulation of the object "ASU Dormitory No. 4 at 103 Krupskaya St., Barnaul". Work will be aimed at improving the energy efficiency of the building.
  2. A project has been developed to replace wooden window blocks with PVC blocks with a high energy efficiency class in educational buildings at the following addresses: Barnaul, Pr. Lenina, 61, Pr. Socialistichesky, 68, Dimitrova St., 66, Komsomolsky St., 100, Pr. Krasnoarmeysky, 90.

Work for connecting "Chemal" and "Charysh" training camps to centralized power system is carried out (according to the contract on the technological connection to electric grids № 20.0400.218.18 from 27.04.2018 and the implementation of the agreement on the technological connection to electric networks № 20.2200.688.19 from 04.04.2019) and, as a result, refusal to use diesel electric power generators.

Every year, the plan of repair work includes measures aimed at reducing energy consumption and improving energy efficiency. Systematic replacement of fluorescent lamps with LEDs is underway (about 60% of lamps have been replaced), aluminum wiring is replaced with copper, energy-efficient aluminum heating radiators are installed. Supply ventilation units are equipped with automation systems. In bathrooms and kitchens, toilets are installed with economical drainage of water, faucets with aerators, etc. Heating pipes are insulated with modern thermal insulation materials. All inputs of electricity, heat, cold and hot water, gas are equipped with metering devices. Meters of heat energy and hot water supply are equipped with a remote metering system with the ability to control the parameters.

In 2012, the University conducted an energy survey (energy audit) of the University’s facilities. According to the results of the energy survey, an energy passport was obtained reg. No.CE-041-0542.

Each year the University fills in a declaration on the consumption of energy in electronic module "Information on energy saving and energy efficiency" of the Ministry of Energy of the Russian Federation.

Electricity: 3929.14 thousand kWh/year;
Thermal energy: 13,740 Gcal/year;
Hot water: 19.9 thousand m3/year;
Cold water: 84.75 thousand m3/year;
Natural gas: 87.52 thousand m3/year.

Waste management

The university has organized the collection of plastic waste, as well as waste paper for subsequent recycling. Contract № 870 of 09.04.2018.

University implements the program for the collection and transportation of solid waste of 1-1V hazard class to landfill where it is disposed. Contract № PO/01ZH/05/01137/2018/101-44/19 of 09.04.2019.

University buildings are equipped with drainage systems. Storm water is diverted from the adjacent territory of the University to a centralized storm sewage system with subsequent treatment in urban wastewater treatment plants.
