The Ministry of Natural Resources and Ecology of Altai Krai has published the regular Bulletin of the Interdepartmental Working Group on Forecasting Spring and Rain Floods of Different Anticipation in the Upper Ob Region, which is created on the basis of data obtained by the Laboratory of Space Monitoring and Computing Technologies of Altai State University under the guidance of Doctor of Physical and Mathematical Sciences, Professor A.A. Lagutin.

According to the Interdepartmental Working Group on Forecasting Spring and Rain Floods of Different Lead Times in the Upper Ob Region, intensive snowmelt and active meltwater flow into water bodies began to complicate the hydrological situation.

The annex to the bulletin presents data on the structure of snow cover in the territories of Altai Krai and Altai Republic on April 4, 2019, obtained by ASU Laboratory of Space Monitoring and Computing Technologies and Administration for Provision of Civil Defense Measures and Fire Safety in Altai Krai on operational information on MODIS spectroradiometer of Terra satellite with 500 m x 500 m resolution.

In the diagrams, the snow is shown in white, the clouds are blue, the areas without snow are green. Water objects are purple.

The images of the application prepared by ASU Laboratory of Space Monitoring and Computing Technologies based on satellite observations with a resolution of 10 m/pixel at 14:00 on April 3, 2019 show the hydrological situation on Alei River and Poperechnaya River. It should be noted that the flooding zone in Altai Krai spread to the areas downstream Alei River and reached Kashino village on April 3–4 of 2019.

“We accept a significant amount of operational satellite information. The received data in the visible, infrared and microwave bands and the unique computer processing systems created by them allow measuring the characteristics of the atmosphere and underlying surface of Altai Krai and neighboring regions more than 20 times a day, to search for possible sources of emergency situations, as well as to conduct space monitoring emergency zones if they occur. A scientific and educational complex on Earth probing from space was created on our base. In short, all these areas are aimed at solving fundamental and applied problems to ensure sustainable socio-economic development of Altai Krai,” Head of the Laboratory, Head of the Department of Radiophysics and Theoretical Physics of ASU, Doctor of Physical and Mathematical Sciences, Professor Anatoly A. Lagutin explained.
