The management of Altai State University and the Directorate for the Provision of Measures in the Field of Civil Defense, Emergency Situations and Fire Safety in Altai Krai discussed issues of further cooperation

On January 19, Altai State University hosted a meeting of AltSU Rector Sergei Bocharov with the leadership of the Directorate for the Provision of Measures in the Field of Civil Defense, Emergency Situations and Fire Safety in Altai Krai.

Head of the Directorate Mikhail Pleshivtsev and Deputy Head of the Directorate, Sergey Trubnikov visited the flagship university of Altai Krai.

The reason for the visit was a pleasant event - Head of the Department of Space Monitoring and Forecasting of Emergencies, Head of the Department of Radiophysics and Theoretical Physics of the Institute of Digital Technologies, Electronics and Physics of Altai State University, Doctor of Physical and Mathematical Sciences, Professor Anatoly Lagutin was awarded with the badge of EMERCOM of Russia "For Merit" in connection with the 30th anniversary of the Russian Emergencies Ministry.

During a conversation with the Rector of Altai State University, the heads of the territorial Directorate noted the importance of the work carried out by the Department for almost 20 years in the interests of ensuring the safety of residents of Altai Krai, making informed management decisions, and reducing material losses in emergency situations. The parties discussed ways of developing cooperation and expanding areas of interaction between the flagship university and the Directorate, including the development of human resources and the material base of the department, the development and implementation of specialized programs of additional education in the interests of the Directorate, etc.

“Within the framework of the meeting, topics related to personnel training, interaction in the implementation of digital services provided by Altai State University were discussed. Discussing plans for cooperation, we not only considered the issues of staff assistance of the activities of the Department of Space Monitoring and Forecasting of Emergencies of Altai State University, but also agreed on the further development of its material and technical support,” said AltSU Rector S. Bocharov.

After the meeting with the Rector, M. Pleshivtsev and S. Trubnikov got acquainted with the capabilities of the Department of Space Monitoring and Forecasting of Emergency Situations, as well as with the prospects for the introduction of new products and services aimed at improving the system of operational space monitoring of the territory.

Today, the main activities of the Department are forecasting natural and man-made emergencies in Altai Krai, organizing and conducting operational space monitoring of the environment and natural disasters, creating and keeping up-to-date databases of satellite images of the territory and data for assessing emergencies risks, preparing well-grounded recommendations for making management decisions. The unique complex of methods, calculation algorithms and software and hardware tools, including fully automated ones, developed by the Department's team together with scientists of Altai State University, allows monitoring the territory of Altai Krai and neighboring territories more than 20 times a day, creating more than 40 products. These include the coordinates of forest and steppe fires, as well as high-temperature sources, the structure of the snow cover of the territory, the moisture content of the snow, congestion on the rivers, the temperature of the surface air layer and the land surface, the state of the vegetation cover, areas of low temperatures, rainfall or hail during the growing season, aerosol pollution of the atmosphere, etc.

The satellite data of the Department is the only operational source of information about the forest fire situation in the east of the region, where there are no observation towers of the Ministry of Natural Resources and Ecology of Altai Krai, as well as about steppe and forest fires in the border regions of the Republic of Kazakhstan.
