ASU Rector reports on development of IT sector in Altai Krai

Rector of Altai State University Sergey Zemlyukov, President of Altai Chamber of Commerce and Industry Boris Chesnokov, managers of the leading IT companies of Altai Krai, and representatives of the Ministry of Education and Science, the Ministry of Agriculture and the Ministry of Economic Development, and Altai Telecommunications Department attended the meeting with Viktor Tomenko, the provisional governor of Altai Krai.

The event featured the following reports: "On the Activities of Altai Chamber of Commerce and Industry in the Field of IT and Communications, the Projects of the IT Committee" by Boris Chesnokov, "Breakthrough IT Projects in Altai Krai, Market Demand for Specialists" by V.А. Grafeev, "On the Preparation of IT Personnel for Digital Economy" by А.М. Markov, "Digital Transformation: Information Structure of the Region for the Economy and Citizens" by A.S Klushin, V.A. Kazachenko and G.G. Ivashkin.

Rector of Altai State University Sergey Zemlyukov also presented his report. In his speech on the utilization of technological reserves and research initiatives of Altai State University for social and economic development of Altai Krai, he touched upon the promising IT projects that can be implemented by the flagship university on the basis of existing competencies and established scientific teams. The following projects were presented:

  • BIG DATA technologies in intelligent solutions for highly productive agro-industrial complex, and processing large quantities of hydrometeorological and soil data for accurate farming. This had become possible within the 5 years of Kulunda project implementation. This project is now carried out in agricultural enterprises of Kazakhstan. 
  • Implementation of personalized mobile systems for monitoring and diagnosing the state of health and human diseases. Calculations were made for more than 700 indicators of a model for early detection of cancer proneness based on the immunosignature technique developed by the Russian-American Anti-Cancer Center of Altai State University.
  • Introduction of information technologies in Barnaul organizations. Within the framework of the contract, the data on communal services in the housing and utilities sector were processed to calculate utility consumption rates.

As a result of the meeting, a plan for further development of the IT sector has been drawn up. One of the key steps is the introduction of the activities in the framework of Digital Economy program into the Strategy of Social and Economic Development of Altai Krai.
