31 January 2020 Institute of Law
The Institute of Law held a round table on the topic "Legal support of tourist activity: all-Russian trends and regional specifics".

The round table participants discussed one of the most acute and important topics in relation to the approval of the Strategy for the Development of Tourism in Russia until 2035. One of the priority areas at the moment is popularization and development of regional tourism products, as well as charter flights in Russia, which will make domestic tourism more accessible.

Measures to promote the development of tourism that are being taken at the moment include grant support to the subjects of the tourism business and the adoption at the subject’s level of an important law "On Specially Protected Recreational Areas in Altai Krai", which opens up new opportunities for the construction of rest houses, boarding houses, camping sites, objects of physical culture, sports, etc. At the same time, a number of issues remain, primarily related to the certification of instructors, guides, and interpreters, in particular, with the determination of the subjects of control over the process of certification. It is also important to create a register of travel agencies, the possibility of introducing electronic visas and providing financial support to municipalities for the development of tourism.

Director of the Law Institute, Doctor of Law, Anton Vasiliev touched upon such urgent problems for Altai Krai and the neighboring region of the Altai Republic as determining the status of mountain territories, providing citizens with access to their educational and tourist resources. In this context, the issue of developing intercountry tourism, creating a proper legal framework for it is also gaining importance.

The participants also spoke about the important problem of rural tourism, which has enormous potential for Altai Krai. For example, in Germany 35% of the population is involved in rural tourism, which contributes to the creation of new jobs and the development of the economy.

The meeting was of great importance from the point of view of posing the most pressing problems associated with the further implementation of the Strategy for the Development of Tourism in Russia until 2035 and developing ways to solve them.
