President V.V. Putin called Altai State University a promising platform for international cooperation

On November 8–9, 2017 The XIV Forum of Trans-Regional Cooperation between Russia and Kazakhstan took place in Chelyabinsk. Altai State University took an active part in the event.

In his speech at the plenary session, Russian President V.V. Putin confirmed the prospects for expanding cooperation between the universities of Russia, in particular, Altai State University, with the universities of Kazakhstan:

"The special sphere of human capital development is education. In this regard, we agreed to expand the cooperation between regional higher education institutions, in particular between Chelyabinsk, South Ural, Altai and other Ural and Siberian universities," the website of the President of Russia reports.

The XIV Forum of Trans-Regional Cooperation between Russia and Kazakhstan was held on the premises of South Ural State University. Delegation of Altai State University, which consisted of Rector S.V. Zemlyukov, Vice-Rector for International Affairs Development R.I. Raikin, Director of Scientific and Research Institute for Biological Medicine V.V. Lampatov, Director of Prombiotech Engineering Center S.V. Pospelov, and Head of the “Kazakhstan Way – Nursultan Nazarbaev” Department, Doctor of History, Professor Yu.A. Lysenko.

On November 8 Forum for Rectors of Russia and Kazakhstan was held at South Ural State University in the framework of the main event. It hosted over 200 rectors of higher education establishments. Minister of Education and Science of the Russian Federation O.Yu. Vasilyeva, Minister of Education and Science of Kazakhstan E.K. Sagadiev, heads of regions in Russia and Kazakhstan attended the forum. The forum was chaired by Rector of M.V. Lomonosov Moscow State University V.A. Sadovnichy and Rector of L.N. Gumilev Eurasian National University (Kazakhstan) E.B. Sadykov. Throughout the day the rectors of the universities from the two countries were discussing opportunities of education as a key factor for increasing the human capital competitiveness, development and promotion of universities’ innovative activity and prospects for development of strategic cooperation between higher education establishments of Russia and Kazakhstan.

The forum was divided into three sessions. ASU Rector S.V. Zemlyukov delivered a report entitled “University as a Driver for Social and Economic Integration of Russia and Kazakhstan” at the “Development of Strategic Partnership between the Universities of Kazakhstan and Russia: International Dimension of Higher Education” session. Rector of Plekhanov Russian University of Economics V.I. Grishin, President of Financial Academy under the Ministry of Finance of Kazakstan N.A. Korzhova and Rector of S. Toraighyrov Pavlodar State University G.G. Ahmetova also took the floor at the session.

In his speech, S.V. Zemlyukov touched upon active cooperation between Altai State University and universities of Kazakhstan. ASU created a platform for international cooperation, which included educational, scientific, expert and humanitarian support for trans-regional integration. Currently, 700 citizens of Kazakhstan study at ASU, while over 100 master’s degree students and young specialists completed their internships at the university. Altai State University implements 7 joint educational programs with the universities of Kazakhstan. Special attention was paid to Russian-German “Kulunda” project dedicated to assimilation of new technologies in agriculture and land utilization. The project had been carried out for 5 years (2011–2016). ASU Rector also mentioned achievements of Prombiotech Engineering Center and university’s humanitarian and cultural activities in the report.

ASU Rector’s report deserved positive feedback from the participants of the forum. In the closing speech V.A. Sadovnichy highly appreciated the role of Altai State University in the Russian-Kazakh cross-border region and called the educational projects implemented by ASU in Central Asia the best practices.

In parallel with the work of the Rectors' Forum, "Human Capital Development" exhibition  was held on November 8–9, where Altai State University, the only representative of Altai Krai, presented the "University as a Driver for Integration of Russia and Kazakhstan" stand. Samples of virus-free potatoes, as well as virus-free seedlings of strawberry and raspberry grown by Altai Center of Applied Biotechnology at ASU, probiotics for cattle produced by Prombiotech Engineering Center on the premises of the university, GMO testers developed by the employees of ASU Bioengineering Laboratory were presented at the stand. On November 9 the stand was visited by Minister of Education and Science of the Russian Federation O.Yu. Vasilyeva, who highly appreciated activities of the university. Here, at the stand of Altai State University, a teleconference was held with Kazakh students studying at Altai State University. O.Yu. Vasilyeva wished them success in studying and strengthening friendly international relations between Russia and Kazakhstan.

"Scientific and technical relations between ASU and Kazakh partners are concentrated mainly in such fields as rational nature management, archaeology and ethnography, study of biological diversity, biotechnology and biomedicine. Cooperation in the field of effective land use technologies in the steppe zone of Russia and Kazakhstan can be called a promising area for integration between Altai Krai and Kazakhstan," S.V. Zemlyukov noted.
