The event was organized by the Ministry of Science and Higher Education of the Russian Federation in conjunction with the federal state budgetary institution “Center for the Development of Education and International Activities (Interobrazovanie)”.
The conference’s participants, including Konstantin Mogilevsky, Deputy Minister of Science and Higher Education, Pavel Shevtsov, Deputy Head of the Federal Agency "Rossotrudnichestvo", as well as rectors, vice-rectors for international cooperation and heads of international departments from top universities in Russia, discussed a wide range of issues on the development of international scientific and educational cooperation.
In his report, Konstantin Mogilevsky emphasized the key areas of international engagement for universities, with a special focus on meeting the targeted goal outlined in the Presidential Decree “On National Development Goals” of having at least 500 thousand students enrolled in Russian universities by 2030. Pavel Shevtsov addressed issues such as allocation of study quotas for foreign students, the problems of selecting talented foreign applicants, participation in exhibitions, and the implementation of coordinated information strategies in partner countries.
One of the panel discussions at the conference was entitled “Effective management of international activities in an educational organization of higher education: methods, practices, and regional characteristics.” The experts of the panel included Scientific Director of the Federal State Budgetary Institution "Interobrazovanie" Viktor Kruglov, Vice-Rector for International Affairs and Networking of the National Research Lobachevsky State University of Nizhny Novgorod Alexander Bedny, Vice-Rector for International Relations of the National Research University "MPEI" Alexander Tarasov, Head of the Department of International Education and Cooperation of the Udmurt State University Maria Beznosova, and Vice-Rector for Digital Development and International Affairs of the Pacific State University Nikolay Sorokin.
The moderator of the panel discussion was Roman Raikin, Vice-Rector for International Affairs Development at Altai State University.
“Throughout the panel discussion, my colleagues and I examined both general conceptual issues of managing the international activities of universities, the role and key tasks and performance indicators of this area in the structure of university development programs, including within the framework of the Priority 2030 program, and shared the experience of various universities and regions and specific mechanisms for increasing the efficiency of our work. The experts reached a consensus, first of all, that the achievement of national development goals, in particular, the achievement of the indicator of the number of foreign students studying at Russian universities until 2030, is associated with the integration of the entire range of measures aimed at promoting Russian education, strengthening Russia’s humanitarian and technological influence and its regions abroad, taking into account the specifics of the target countries and regions. The system of measures to support international activities should include measures at the federal and regional level, including reducing regulatory and competitive barriers for Russian universities, stimulating the development and adoption of regional projects and programs for the development of education exports, and attracting industrial partners,” commented Roman Raikin, Vice-Rector of ASU.
During the discussion, the experience of Altai State University was also showcased in terms of developing network interaction with Central Asian partners, promoting the results of the university’s strategic projects abroad, and outlining plans to strengthen interaction with regional authorities to advance education exports in Altai Krai.
