Availability and conditions of scholarships

All types of scholarships provided for by the current legislation for full-time students at the expense of the budgetary allocations of the federal budget are assigned at Altai State University and its branches.

Scholarships

The University independently determines the amounts of scholarships for students for the parent organization and branches, while they are no less than the standards established by the Government of the Russian Federation.

Decree of the Government of the Russian Federation of December 17, 2016 No. 1390 “On the Formation of a Scholarship Fund” establishes the standards for the formation of a scholarship fund at the expense of budgetary appropriations from the federal budget:

I. State academic scholarship

The state academic scholarship is awarded to students depending on academic performance based on the results of the midterm assessment - students who get "excellent", or "good" and "excellent", or "good".

Students who get "satisfactorily" and have academic debts are not assigned an academic scholarship.

In the period from the beginning of the academic year until the first midterm assessment, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.

II. State scholarship for postgraduate students

State scholarships for postgraduate students are assigned depending on the academic performance for training scientific and pedagogical personnel in graduate school, based on the results of the midterm assessment.

A postgraduate student who is awarded a state postgraduate scholarship must meet the following requirements:

• no “satisfactory” grades based on the results of the midterm assessment;
• no academic debts.

In the period from the beginning of the academic year until the first midterm assessment, the state scholarship for postgraduate students is paid to all postgraduate students of the first year of study who study full-time at the expense of the budgetary allocations of the federal budget.

The best students and postgraduate students of the university who have passed the competition receive nominal and increased scholarships.

III. Nominal and advanced scholarships

Higher education

• Scholarship of the President of the Russian Federation - 2,200 rubles (undergraduates), 4,500 rubles (postgraduates);

• Scholarship of the Government of the Russian Federation - 1,440 rubles (students), 3,600 rubles (postgraduates);

• Scholarships of the President of the Russian Federation for students studying in areas of training (specialties) corresponding to the priority areas of modernization and technological development of the Russian economy, in state-accredited educational programs of higher professional education - 7,000 rubles (students), 14,000 rubles (postgraduates);

• Scholarships of the Government of the Russian Federation for students studying in areas of training (specialties) corresponding to the priority areas of modernization and technological development of the Russian economy, in state-accredited educational programs of higher professional education - 5,000 rubles (students), 10,000 rubles (postgraduates);

• Scholarship of the Governor of Altai Krai - 1,500 rubles (students), 3,000 rubles (postgraduates);

• Scholarship of the Governor of Altai Krai named after Pilot-Cosmonaut G.S. Titov - 1,500 rubles (students), 3,000 rubles (postgraduates);

• Scholarship from the administration of Barnaul - 1,400 rubles (students), 2,000 rubles (postgraduates);

Nominal scholarships of AltSU - 1400 rubles (students):

• V.I. Neverov scholarship (1 scholarship - for students of natural science institutes; 1 scholarship - for students of humanitarian institutes);

• E.M. Zalkinda, A.P. Borodavkina, A.E. Glushkov scholarship (for students of the Institute of History and International Relations);

• V.P. Kokoreva, L.A. Filippova scholarship (for MIEMIS students);

• E.N. Tikhonova, G.V. Mishchenko, V.K. Gavlo scholarship (for students of the Law Institute);

• V.A. Batenkov scholarship (for students of the Institute of Chemistry and Chemical and Pharmaceutical Technologies);

• I.A. Vorobieva scholarship (for students of the Institute of Mass Communications, Philology and Political Science, specialty "Philology", "Russian Language and Literature");

• M.Ya. Bobrova, Yu.E. Rastov scholarship (for students of the Institute of Social Sciences).

Secondary vocational education

• Scholarships of the Government of the Russian Federation for students studying in the areas of training (specialties) corresponding to the priority areas of modernization and technological development of the Russian economy, according to state-accredited educational programs - 4,000 rubles.

IV. Enhanced state academic scholarships

On the basis of Order of the Ministry of Education and Science of the Russian Federation dated December 27, 2016 No. 1663 “On approval of the procedure for assigning state academic scholarships and (or) state social scholarships to students studying full-time at the expense of budgetary allocations from the federal budget, state scholarships for graduate students, residents, assistant trainees studying full-time at the expense of the budgetary allocations of the federal budget, payment of scholarships to students of preparatory departments of federal state educational organizations of higher education, studying at the expense of the budgetary allocations of the federal budget "higher education students with achievements in educational, research, social, cultural, creative and sports activities that have passed through the competition are awarded increased state academic scholarships.

The number of students receiving an enhanced state academic scholarship is no more than 10% of the total number of students receiving an academic scholarship.

V. State social scholarship

Based on Article 36, paragraph 5 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", the state social scholarship is assigned to the following categories of students:

• from among orphans and children left without parental care;

• disabled people of groups 1, 2, children with disabilities; disabled since childhood;

• exposed to radiation as a result of the catastrophe at the Chernobyl nuclear power plant and other radiation disasters, as a result of nuclear tests at the Semipalatinsk test site;

• disabled as a result of a military injury or illness received during military service;

• war veterans;

• those who received state social assistance;

• citizens who have completed at least 3 years of military service under a contract in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation, in engineering, road construction, rescue military units, the Foreign Intelligence Service of the Russian Federation, the security service, state security agencies, the body providing mobilization training of state bodies, Russian authorities.

The social scholarship for the above categories of students is assigned on a personal application from the date of submission of a document confirming compliance with one of the categories for appointment, for the duration of the specified document. For students belonging to the category of persons who have received state social assistance, the state social scholarship is assigned from the date of submission of a document confirming the appointment of state social assistance, for one year from the date of assignment of the specified state social assistance.

VI. Increased state social scholarship for first- and second-year students (bachelor's, specialist's), full-time students (budget-financed), who have "good" and "excellent" marks

On the basis of Order of the Ministry of Education and Science of the Russian Federation dated December 27, 2016 No. 1663 “On approval of the procedure for assigning state academic scholarships and (or) state social scholarships to students studying full-time at the expense of budgetary allocations from the federal budget, state scholarships for graduate students, residents , assistant trainees studying full-time education at the expense of the federal budget, the payment of scholarships to students of preparatory departments of federal state educational organizations of higher education studying at the expense of the budget allocations of the federal budget" 1st  and 2nd-year students studying full-time at the expense of federal budget allocations for undergraduate programs and specialist training programs and having “good” and “excellent” grades and belonging to the category of persons eligible for state social scholarships and or who are students under the age of 20 who have only one parent - a disabled person of group I, are assigned a state social scholarship in an increased amount.

For 1st-year students, a social scholarship in an increased amount is assigned after passing the first midterm assessment.

The amount of the scholarship is 8,509 rubles.

Information on measures of social support for students

In accordance with the regulation "On the procedure for assigning state academic scholarships, state social scholarships to students, state scholarships to graduate students and the provision of material support to needy students at Altai State University (new edition), approved by the decision of the Academic Council of the University dated March 28, 2017 (protocol No. 5), put into effect by order of the rector dated March 30, 2017 No. 383/p to provide material support to those in need who study at the university and its branches, full-time education at the expense of the budgetary allocations of the federal budget, funds are allocated in the amount of twenty-five percent of the scholarship fund.

Students in need can apply for material support regardless of whether they receive academic, social or nominal scholarships.

The provision of material support to needy students is carried out in the form of the appointment of material assistance.

The procedure for providing material assistance

Students applying for financial assistance submit the following documents to the directorate of the institute (League of Students):

• personal application addressed to the rector of the university, according to the established form;

• documents confirming the reasons for receiving material assistance.

When providing material support to needy students, the opinion of the student administration of the institute (branch, College) and the League of Students is taken into account.
Students' applications are considered at a meeting of the scholarship committee of the institute (branch, college) or a meeting of the League of Students. The decision of the commission (meeting) is documented in the minutes.

Applications of students with the protocol of the scholarship commission (meeting) and submission for financial support no later than the 15th day of each month are submitted for approval to the chairman of the League of Students, then to the university scholarship commission for preparing orders for the next month within the funds allocated for these purposes.

In branches, students' applications are considered by the scholarship committee of the branch, taking into account the opinion of the student administration of the branch. The protocol of the scholarship commission of the branch is the basis for issuing an order for the appointment of material support.

Financial assistance can be assigned to full-time students at the expense of the budget allocations of the federal budget, up to two times a semester.

The amount of material support and categories of students are approved at a meeting of the university scholarship committee.

Financial support for students from among orphans and children left without parental care

• In accordance with Federal Law of December 21, 1996 No. 159-FZ "On additional guarantees for social support for orphans and children left without parental care" (as amended on February 17, 2021), students from among orphans and children, left without parental care, students at AltSU and its branches are provided with all types of material support:

• Enrollment in full state support.

• Appointment of a cash allowance for food, additional payment for food for holidays, weekends and vacation days.

• Appointment of an annual allowance for the provision of clothing, footwear, soft furnishings, an allowance for the purchase of educational literature and stationery (made monthly in the amount of 1/12 of the approved standard).

• Compensation for travel in intracity transport.

• Payment for travel to the place of residence and back to the place of study (once per calendar year) upon personal application and provision of travel documents for students from other cities.

• Appointment of an allowance upon graduation for the purchase of clothing, footwear, soft furnishings and equipment, as well as a one-time cash allowance of at least 575 rubles.

Norms of material support for students from among orphans and children left without parental care in 2022

Based on order of the rector dated 02.02.2022 No. 128 / p, the material support of students from among orphans and children left without parental care, from February 1, 2022, is:

• Provision of food (per day) - 440 rubles;

• Provision of clothing, footwear, soft furnishings (annual replenishment per year) - 90,930 rubles;

• Provision of clothing, footwear, soft furnishings and equipment (upon graduation) – 95,000 rubles;

• One-time cash benefit (upon graduation) – 575 rubles;

• Annual allowance for the purchase of educational literature and writing materials:

- students in higher education programs - 9,818 rubles;
- students under the programs of primary and secondary vocational education - 4,128 rubles.

Payments for the provision of clothing, footwear, soft equipment (annual replenishment per year) and an annual allowance for the purchase of educational literature are made monthly in the amount of 1/12 of the approved standard.
