Graduate student from Altai State University developed a bill regulating fishing in Altai Krai

Natalya Kovalenko, a graduate student at the Institute of Law at Altai State University, became a 2nd degree laureate of the All-Russian competition of youth legislative initiatives “Parliament 2030”.

About 200 legislative initiatives of young people from all over Russia were submitted to the competition, which took place in Kazan. Natalya Kovalenko proposed a bill “On fishing and conservation of aquatic biological resources in  Altai Krai.”

“I propose to create a regulatory framework that meets modern requirements to ensure the ecological safety of the water basins of the Ob River, as well as to increase state regulation in the field of fisheries and industrial fishing. Due to favorable climatic, physical and geographical conditions, Altai Krai has enormous potential for the development of the fishery complex. For example, in the 1980s, more than a thousand tons of fish were grown annually in ponds in the region. In terms of pond fish production, Altai Krai was in 4th–5th place in the RSFSR. At present, artificial fish farming is not at the proper level, so the bill proposes the development of recommendations for a system of benefits and incentives for fishery enterprises involved in developing pond and artificial fish farming, engaged in fish reclamation and other activities aimed at improving the quality of water bodies,” said Natalya Kovalenko.

The Expert Council of the Competition included representatives of the Federation Council of the Russian Federation, the State Duma, the State Council of the Republic of Tatarstan, the Association of Graduates of the Small Academy of Public Administration in the Republic of Tatarstan, teachers of law departments of higher educational institutions of the Russian Federation. They highly appreciated the level of preparation of Natalya Kovalenko and her work.

“I started doing research since the first year of my bachelor’s degree, and my master’s program supervisor, Rafail Nasyrov, helped me decide on my future direction in science, for which I am very grateful to him. And I manage to successfully represent our University in scientific events, and the competition for legislative initiatives was no exception. Participation in the “Parliament 2030” competition allows me to gain new experience in the field of lawmaking, which is important for me as a researcher in the field of theory of state and law. I hope that my work will be useful for the development of legislation not only at the federal level, but also at the regional level. I would like to express my gratitude to my scientific supervisor, Doctor of Law, Professor Anton Vasiliev, Director of the Institute of Law, Doctor of Law, Professor Evgeniy Anichkin and Deputy Director for Science, Doctor of Law, Professor Vitaly Sorokin, as well as the university administration for the opportunity to realize their scientific potential in such events,” noted Natalya.

Winners and prizewinners advance as finalists to participate in the full-time round of the All-Russian competition for youth of educational and scientific organizations for the best work “My Legislative Initiative”.
