ASU hosted the discussion on government control of land resources in Russia, Germany and Czech Republic

Yesterday, 28 April, international scientific seminar on international experience in government control of land resources took place at Altai State University.

The event participants included Altai State University students and scientists, representatives of Altai Krai executive department of the government, German firm BVVG for land resources statistics, privatization and management (Berlin, Germany), Leibniz Institute of Country Studies (Leipzig, Germany) and the Martin Luther University of Halle-Wittenberg (Halle, Germany).

“The main idea of the scientific seminar is exchange of different regions’ and countries’ experience in land relations regulation. We’ve discussed what changes had been made in legislation in terms of government control of land resources, what is the difference between land market of given countries, what planned projects had been implemented. It was interesting for us to compare different conditions in different countries,” explained PhD Ladislav Jelinek, who represented the Martin Luther University of Halle-Wittenberg.

In particular, the seminar participants discussed the experience in land privatization in East Germany, the practice of land resources control in Czech Republic, examples of land cadastral valuation in Altai Krai, legal aspects of land privatization and lease in Russia and so on.

“The objective of our seminar was to understand what land privatization activities had taken place in Germany and Czech Republic, how it had affected the land-use management, countries’ economy and land-utilization system, and compare it to Russian practices. In our country the land market relations are still forming, the sectors of agricultural production and private subsidiary farming continue to transform. We are planning to exchange the positive experience in practical application of government control of land resources,” stated the seminar moderator, assistant professor of the Department of Theoretical Cybernetics and Applied Mathematics Elena V. Ponkina.
