ASU strengthens cooperation with the State Ministry of Emergency Situations of Russia in the Altai Territory

Altai State University continues to develop cooperation with the State Ministry of Emergency Situations of Russia in the Altai Territory.

On October 4, at the Main Directorate of the Ministry of Emergency Situations of Russia for the Altai Territory, a meeting was held between the leadership headed by Major General of the Internal Service Igor Nikolayevich Lisin and the delegation of the Altai State University under the leadership of the Acting Vice-Rector for Research Evgeny Sergeevich Popov. The delegation from the university included representatives of the department for work with organizations and enterprises and graduates' employment, university scientists, and students of the chemical faculty (training direction "Technosphere safety") under the guidance of Sergey Vasilievich Temerev, head of the department of technospheric safety and analytical chemistry, and associate professor Boris Nikolaevich Kagirov.
The institutions are linked by many years of cooperation in the educational and scientific fields, and it is symbolic that the visit of the AltSU delegation took place on a significant day for the rescuers - the Day of Civil Defense of Russia.

First of all, representatives of the classical university were familiarized with the organization of operational work and the material and technical base of the Center for Crisis Management, created in 2003 in accordance with a resolution of the Government of the Russian Federation on the organization of a unified state system for preventing and eliminating emergency situations. Further, in the hall of the interdepartmental operational headquarters, a discussion took place on the development of further cooperation between the management and the university and the concretization of educational and research tasks, in the solution of which the scientific and pedagogical teams of AltSU can take part.

"At present, our cooperation is developing quite actively in the educational sphere and in science, primarily in the field of space monitoring. At the same time, we are very interested in expanding thematic areas of cooperation with Altai rescuers. In particular, we see opportunities for constructive cooperation in the development and application of geographic information systems: the development of thematic maps, a specialized atlas of natural and man-made emergencies. At the AltGU these projects are handled by the specialists of the Faculty of Geography, headed by the head of the GIS Center, associate professor Irina Nikolaevna Rotanova. We are interested in the Emergency Situations Ministry specialists to be included in the editorial board of the atlas, taking into account their experience and the accumulated database, since we are planning to make this publication as practice-oriented as possible," Evgeny Sergeevich Popov emphasized. "At the meeting, we also discussed the topic of applying methods and technologies of simulation mathematical modeling in predicting the development of various emergencies and risk management. A strong matmodelling school has been formed at the university, and we are confident that this area can be in demand for solving practical problems with the participation of our mathematicians."

During the dialogue, the possibility was considered of the participation of ASU scientists specializing in clinical psychology in the work of the Emergency Situations Crisis Center in order to provide psychological assistance during emergency response processes.

“Among other things, we discussed the topic of development of additional professional education on the basis of the AltSU through specialized short-term training in the format of retraining or advanced training for employees of regional and municipal services involved in the activities of the civil defense and emergency headquarters, with the aim of developing the necessary competencies for working with operational information during emergency situations and in the course of liquidation of consequences of their manifestation. Altai State University in this matter is ready to act as a leading organization for the formation and implementation of the program of additional education, including with the involvement of specialists from the Emergencies Ministry," Evgeny Sergeevich Popov said . "In general, we implemented the main task of our meeting - we evaluated the level of current interaction and outlined the topics for further cooperation. In particular, we have reached an agreement on the exchange of factual information of the geomonitoring network, which is actively developed by the regional Emergencies Ministry and is being formed by scientists of the AltSU in the Altai Territory and the Altai Republic.”

Recall that in 2016, Altai State University prolonged a cooperation agreement with the General Directorate of EMERCOM of Russia for the Altai Territory and the Directorate for the provision of measures in the field of civil defense, emergency situations and fire safety in the Altai Territory. With the participation of specialists of the Main Directorate of the Ministry of Emergency Situations of Russia in the Altai Territory and the State Security and Emergency Situations Department in the Altai Territory, educational programs in the direction of “Technosphere Safety” are being implemented on the basis of the ASU. Active scientific and technical cooperation is carried out in the field of monitoring and forecasting of emergency situations using technical means and remote sensing methods as part of the activities of the laboratory of space monitoring and computing technologies under the guidance of Dr. Sc. Lagutin.
