Deputy Chairman of the Government of Altai Krai Igor Stepanenko headed the supervisory council for the implementation of the “Priority 2030” program at Altai State University

On April 11, the first meeting of the supervisory council on the implementation of the strategic academic leadership program “Priority 2030” was held at Altai State University.

Sergei Bocharov, Rector of Altai State University, welcomed the members of the created council when opening the meeting and emphasized that it includes representatives of the executive and legislative authorities of the region, as well as heads of enterprises. He spoke about the implementation of the “Priority 2030” program at Altai State University and explained why Altai State University took the initiative to create such a council.
Altai State University is the only university in the region that is a participant in the federal project to form a group of leading universities of “Priority 2030”. The main goal of the project is to form more than 100 progressive modern universities that will act as a link between business, the region and the research sector. Moreover, special emphasis is placed on the introduction of high technologies.

Sergei Bocharov emphasized:

— The conditions for participation in the program for universities are very strict: the fact that Altai State University is included in the pool of participating universities does not guarantee that we can easily gain a foothold here until 2030. Every year the university presents the results of the project. In 2022, we successfully defended our position. In order to maintain a high position this year, it is very important for the university to formulate its projects for the development of the region and solving problems at the federal level.

Last year's experience showed that the university needs external expertise. We want the supervisory council for the implementation of the “Priority 2030” program at Altai State University to discuss the planned projects with us and help adjust them to the real needs of the region and business. The core of our program is strategic projects. Today we have three such large projects, which are based on the unique characteristics of the region:

• “Agroecosystems” is aimed at the development and implementation of technologies that will improve the efficiency of agricultural production;

• “Agrobiotech” has a mission to develop innovative solutions and products for sustainable agriculture;

• “Effective technologies and products for the health of the population” is aimed at the production of environmentally friendly plant raw materials, health preparations, and the development of eco-tourism.

In order to implement these three strategies, Altai State University initiated a competition of intra-university projects. Last year we had 100 applications, about 60 projects reached the finals. This year we have a new competition and exactly the same task: to select the best projects that are of great practical importance.

We expect the supervisory council to carefully study all applications and express their expert opinion. This will help us ensure that Altai State University projects are integrated into the development strategy of Altai Krai. Let me emphasize: our projects are not meant to spend funds, our aim is to obtain concrete results for the region or the industrial partners of the university.

At the meeting, the chairman and the deputy chairman of the supervisory council were elected. Council members unanimously voted for the supervisory council to be headed by Igor Stepanenko, Deputy Chairman of the Government of Altai Krai, and Sergei Serov, Chairman of the Committee on Agrarian Policy, Environmental Management and Ecology of the Altai Regional Legislative Assembly, was also unanimously approved as Deputy.

Igor Stepanenko addressed the participants of the meeting:

— Thank you for your confidence. I would like to note that the practical work carried out by the university is noticeable, and the proof of this is the presence of Altai State University in the federal agenda of the “Priority 2030” program. We really want this direction to develop, so that Altai Krai, represented by Altai State University, will be part of this project until 2030. This is very important for the development of the region.

Dmitry Khvalynsky,  Head of the Project Management of AltSU, made a report  on the university’s projects as part of the implementation of the development program for 2023. All of them were approved by the members of the supervisory council.
