Rector Sergey Bocharov and Director of the Institute of Law Anton Vasiliev are participating in the preparation of amendments to the draft law “On science and scientific and technical activities in Altai Krai”

On October 3, a meeting of the Council for Science, High Technologies and Innovative Development under the Altai Regional Legislative Assembly was held at the Parliamentary Center. Rector of Altai State University Sergei Bocharov and Director of the Institute of Law Anton Vasiliev took part in it. Members of the Council discussed amendments to the draft law “On science and scientific and technical activities in Altai Krai.” The results of the meeting are reported on the website of the Altai Regional Legislative Assembly.

The draft law “On science and scientific and technical activities in Altai Krai” was adopted in the first reading at the session of the Altai Regional Legislative Assembly in August of this year. The final version of the document is planned to be reviewed in November.

Rector of AltSU Sergei Bocharov made proposals for finalizing the draft law, which does not provide a clear and effective algorithm for supporting young scientists, the necessary administrative, financial and legal foundation for the development of the scientific and technical complex of Altai Krai. Also, the draft does not formulate approaches to organizing the management system for science as a separate field of activity. It also does not reflect priority scientific directions for the region, as well as the federal trend towards the creation of scientific and educational complexes – consortia of business, science and education.

“The draft law bypasses the issues of supporting and developing Biysk as a science town. In addition, the policy in the field of scientific education and creating a positive image of a scientist in society and among young people deserves special attention, and it is not reflected in the draft,” said Chairman of the Altai Regional Legislative Assembly Committee on Budgetary, Tax, Economic Policy and Property Relations, Director of the Institute of Law of AltSU Anton Vasiliev.

Also, shared their proposals Evgeny Zryumov, Minister of Digital Development and Communications of Altai Krai, Irina Lazarenko, Rector of the Altai State Pedagogical University, Andrey Markov, Rector of Altai State Technical University named after Ivan Polzunov, Galina Sinitsyna, Deputy Minister of Education and Science of Altai Krai, Yakov Shoikhet, Head of the Department of Faculty Surgery of Altai Medical University, and others.

The initiatives voiced by the Council participants will be summarized and will form the basis of a package of amendments that the Altai Regional Legislative Assembly Committee on Education and Science will prepare for consideration of the draft law “On science and scientific and technical activities in Altai Krai” for the second, final reading, reported the Altai Regional Legislative Assembly website.
