Rector Sergey Bocharov in his Telegram-channel spoke about the trip of the leadership of a classical university to the International Technological Development Forum "Technoprom 2023: Science, technology, industry at the heart of regional development." Speakers of the university spoke at the sites "Decarbonization of the economy of Russian regions" and "Development of the regional system of hybrid education".

The moderator of the plenary session was Deputy Prime Minister Dmitry Chernyshenko who opened the event. Outlining the work being done by the Government of the Russian Federation, he noted the imminent completion of the readings on a new law on technology policy, which will consolidate the concept of technological sovereignty and define goal setting for all entities implementing the scientific and technological agenda. It will determine the availability of critical and end-to-end technologies in the country to achieve national development goals and realize national interests as a sufficient condition for technological sovereignty.

End-to-end technologies are promising cross-industry technologies for creating innovative products and services that radically change existing markets or create new ones. Here, Russia should become a world leader.

Critical technologies are industry technologies necessary for the production of the most important types of high-tech products and services that are of systemic importance for socio-economic development, defense and security. It does not provide for the achievement of world leadership – it is enough to be ready at any time to reproduce and scale them.

At Technoprom, the AltSU delegation is taking part as speakers at two venues:

• Decarbonization of the economy of Russian regions: climate hubs, carbon landfills and farms. Yesterday, I presented a report on the prospects for creating a carbon landfill in Altai Krai. It will allow to realize the scientific reserves of the university staff both in terms of monitoring greenhouse gases in the steppe zone of Southern and Western Siberia from space, and in terms of ground work.

• Development of a regional hybrid learning system. At this site, the First Vice-Rector for Academic Affairs, Evgenia Zhdanova, shared her experience in implementing a project to introduce the ACTRU hybrid learning system in a consortium with Tomsk State University.

All forum discussions were constructive. I consider it important that, along with discussions of new projects, the participants of the venues paid great attention to reflecting on the results obtained from projects already being implemented, including such large-scale ones as Priority 2030 and Advanced Engineering School (PISH).
