Teachers of the Institute of Law of Altai State University – a professor of the Department of Criminal Law and Criminology Alexey Detkov and an associate professor of this Department Lyubov Kiryushina – are included in the Public Supervisory Commission of Altai Krai for monitoring the activities and observance of rights in places of forced detention. This decision was made by the Public Chamber of the Russian Federation.

Professor Alexey Detkov at the organizational meeting in the Public Chamber of Altai Barnaul was unanimously elected chairman of the Supervisory Commission for the next three years.

Public Supervisory Commissions monitor compliance with the rights of those in places of forced detention. These are places of serving administrative detention, administrative and disciplinary arrest, pre-trial detention centers, and temporary detention centers. In addition, human rights activists monitor how human rights are respected in correctional colonies, disciplinary military units, and guardhouses. Representatives of public supervisory commissions also monitor compliance with the rights of juvenile offenders in temporary detention centers of internal affairs bodies and closed educational institutions. Human rights activists also visit specialized closed psychiatric clinics.

The Supervisory Commission includes representatives of the Association of Lawyers' Union, the Council of Afghanistan Veterans, national diasporas, and the journalistic community.
