Sovetsky District adopted a strategy of socio-economic development until 2035 developed by experts of Altai State University

As part of the strategic project of Altai State University "Sustainable Development of Altai Territories in the Transboundary Space", a team of experts from Altai State University has developed strategies for socio-economic development and a number of projects aimed at developing business, education and ecology in Smolensky, Sovetsky, and Altaisky districts of Altai Krai.

Sovetsky District became the second district to adopt a 15-year socio-economic development strategy. The strategy provides for the allocation of priority areas for the district, which will ensure the growth and development of the territory. Sovetsky District is one of the main agricultural regions of Altai Krai and is consistently among the main municipalities in terms of gross agricultural production. The sphere of processing agricultural products is quite developed, in the region there are some of the largest export-oriented enterprises AO Altai Krupa, OOO Agrofirm Goodwil. Event tourism is promising.

The developers of the strategy were experts from among the teachers and practitioners of MIEMIS: Candidate of Economic Sciences Vorobyeva Viktoria, Candidate of Economic Sciences Vorobyov Sergey, Candidate of Economic Sciences Kletskova Elena.

Vorobyeva Victoria, head of the project direction "Analytics and assessment of the socio-economic development of the municipality and the current level of competitiveness" noted that:

“The strategy defines the priorities, goals, and objectives of the socio-economic development of the region, the main directions of their achievement in the long term. The implementation of the Strategy will contribute to solving the main problems and tasks of the development of Sovetsky District, which will allow it to improve the indicators of socio-economic development and rise in the ranking of the municipalities of Altai Krai. The main trajectory of the development of Sovetsky District in the long term should be movement towards increasing the volume of agricultural production through the creation of conditions for the development of small and medium-sized businesses."

On the part of the district, Larisa Desyatova, Head of the Economics Department of the Agricultural Department of the Administration of Sovetsky District of Altai Krai, took an active part in the development of the draft Strategy:

“The strategy of socio-economic development of the municipal formation of Sovetsky District was developed in order to achieve target indicators of the socio-economic development of Altai Krai at the level of the municipal formation of Sovetsky District, as well as to ensure the continuity of strategic planning at all levels of the administrative-territorial division of the Russian Federation. The strategy is an official document that defines the main directions, goals, and objectives for the development of the district for the future for the joint work of all interested parties operating in the district on the principles of balancing the interests of the population, business, and government."

For Sovetsky District, participation in the strategic project "Sustainable Development of Altai Territories in the Transboundary Space" does not end with the development and adoption of a strategy for socio-economic development.

Within the framework of the strategy, it is planned to implement projects for information support of the activities of the district, projects aimed at supporting and developing small and medium-sized businesses, tourism, educational programs for schoolchildren and already working specialists. Larisa Semina, Professor of the Department of Economic Security, Accounting, Analysis and Audit of MIEMIS, presented a pilot project to create a non-profit organization "Center for Strategic Decisions" in the region. Its tasks include uniting agricultural producers producing competitive products, developing interaction with a network of infrastructure organizations that provide high quality services to residents, as well as creating a favorable business climate in the region. As a result, thanks to cooperation and integration, it will be possible for commodity producers to enter new markets with their products.

“We see one of the areas of development in the region in cooperation, integration and interaction of various infrastructure partners, agricultural producers,” said Larisa Semina. “By creating a chain of power-business-science, you can see a positive result and economic effect from our interaction.”

Alexander Bushmansky, Director of the Center for Communication Solutions and Consulting MIEMIS, presented ready-made solutions for the development of small businesses in the region - the project "Laboratory of Territorial Development", in which specialists from AltSU offer the development of online platforms, marketing strategies, advertising and PR campaigns, design development, as well as training of district specialists in modern technologies of using the media, social networks, targeting, and contextology. Also, one of the promising areas of development of Sovetsky District is tourism. Yevgeny Rygalov, a senior lecturer at the Department of Economic Geography and Cartography, told MPs and public figures about the tools for the development of the tourism industry.

The adoption of the strategy by the district is an important stage for the team of the project "Sustainable Development of Altai Territories in the Transboundary Space" and a kind of "quality mark" of the work done. However, work is not limited only to strategizing. In 2020, two large intermunicipal and interregional projects were developed: an intermunicipal territorial development project based on cooperation ties and the expansion of the resort and tourist cluster "Bolshaya Belokurikha" and the project of the tourist and recreational cluster "Katun" -recreational clusters and the development of ecotourism in Russia. Projects were also developed for the integrated promotion of districts and business projects, including the creation of design projects, positioning and branding, the development and implementation of advertising and PR campaigns in order to implement the tasks of a particular municipality. The educational project "Green Vector of Altai" on entrepreneurship, financial literacy, ecology and project activities is underway. More than 100 rural teachers were trained, acceleration projects for schoolchildren and students were carried out in cooperation with the Higher School of Economics and the Center “My Business”.

The nearest plans include the adoption of a social and economic development strategy for Smolensky District and the active implementation of the proposed solutions in the business and social processes of the regions of Altai Krai.

The strategic project of Altai State University "Sustainable Development of Altai Territories" has been implemented since 2019. The project team includes experts from MIEMIS, the Institute of Geography, leading entrepreneurs and scientists of the region. The main task of the team is the creation and implementation of coordinated development projects for the regions of Altai Krai, implementing which the heads of the regions will be able to increase the investment attractiveness of their enterprises, raise the living standards of residents, and use natural resources wisely. Particular attention in the project is paid to interaction with representatives of small and medium-sized businesses, as well as young scientists in the regions of the region.
