The fisheries draft bill of the Altai State University postgraduate student gained recognition from the Tyumen Regional Duma

Natalia Kovalenko, a postgraduate student of the Institute of Law at Altai State University, became the winner in the special nomination of the regional competition "My Legislative Initiative", held by the Tyumen Regional Duma.

Her research titled "Ensuring the rights of citizens to a favorable environment through legal regulation of fisheries activities at the level of a constituent entity of the Russian Federation using information technologies" focuses on innovative approaches to protecting ecosystems through the digitalization of fisheries control. Natalia's scientific supervisor was Ksenia Dovgan, Candidate of Juridical Sciences, an associate professor of the Department of Labor, Environmental Law and Civil Procedure at the Institute of Law at ASU.

It is noteworthy that, despite the involvement of representatives from other regions, the competition traditionally emphasizes the participation of Tyumen youth in lawmaking. However, Natalia Kovalenko's work, which addresses interregional ecological aspects, has demonstrated its relevance and gained recognition from the authoritative jury.

The expert council of the competition included, Vladimir Ulyanov, Chairman of the Tyumen regional branch of the All-Russian public organization "Association of Lawyers of Russia", Honored Lawyer of the Russian Federation, Anatoly Sushinskikh, a member of the Tyumen regional branch of the All-Russian public organization "Association of Lawyers of Russia", Honored Lawyer of the Russian Federation, Dmitry Kaukin, Head of the legal service of the Public Youth Chamber under the Tyumen Regional Duma, and other experts.

"My bill aims to address the critical issues in Russia's fisheries industry, aligning with President Vladimir Putin's goals for 2024. The proposed bill focuses on regulating commercial extraction of aquatic biological resources, primarily to preserve species diversity and enhance the country food security. Currently, the existing problems include the disappearance of certain fish species in many regions of our country; illegal extraction of a large number of aquatic biological resources by fishermen; and the development of the shadow sales market. All of which harm the ecosystem of water bodies and the adjacent territory and disrupt food chains in this environment, and deteriorate the quality of water bodies. The bill proposes a number of measures to regulate commercial extraction and develop the territories of the constituent entity of the Russian Federation to attract investment, modernize tourist facilities, increase the number of jobs, update the information and communication support for vessels engaged in fishing, and a number of other proposals. I hope that my work will contribute to the development of legislation at both the federal and regional levels. I am grateful to the faculty of the Institute of Law for their support in my development as a researcher,” said Natalia Kovalenko.

The award ceremony for the winners of the competition and their scientific supervisors will take place in the Tyumen Regional Duma.

Natalia Kovalenko has the final stage of the prestigious competition "Leaders of Law" ahead of her, which will be held in Saratov as part of the "Saratov Youth Legal Forum". It should be noted that over 100 applications were submitted for the competition, with 0 applications reaching the list of finalists.
